The Cowley College Board of Trustees unanimously approved the 2019-2020 operating budget for the college during Monday night’s meeting of the Board held at the Allied Health Center in Winfield. The projected operating budget mill levy of 19.060 remains unchanged from the year before.
The 2019-2020 State Appropriation Budget for Cowley College will be officially published in the Cowley CourierTraveler, and the fiscal officers of the Board of Trustees are authorized to encumber and expend such funds according to the statutes of the state of Kansas and policies and procedures of the Board of Trustees.
Also, during Monday’s meeting, the Board received a deferred maintenance update from the Wildan Group. Dr. Annaria Barnds, Business Development Engineer, and Doug Riat, VP of Business Development, provided the update. Following the presentation, the Board approved a contingency contract for phase II at a cost of $45,000. The Capital Outlay Fund will cover the costs of the Deferred Maintenance Project.
The Board also received program review updates from Social Science Department Chair Todd Shepherd, Visual and Performing Arts Department Chair Mark Flickinger, and Agriculture program instructor Buddy Curry.
In other matters:
1. Dr. Rittle provided a College update and offered special thanks to Chris Cannon and Cheryl Shepard for the hospitality for hosting the Board meeting at the Cowley College Allied Health Center in Winfield. Dr. Rittle also mentioned the nice blend of students this academic year with students from 41 different nations represented as the 16-week fall semester begins Tuesday, August 13. The Short General Education Center in Wellington and new Education Center in Ark City are now open for business. Also, there are already 15 students signed up to take part in the new registered apprenticeship with TECT Aerospace. Lastly, the Lieutenant Governor Lynn Rogers toured the main campus in Ark City on Monday and had an opportunity to visit with numerous instructors, staff members, and students.
2. Approved the increase to the employee benefits stipend from $540 per month to $640 per month for all full time employees.
3. Within the interlocal agreement adopting the City’s 2018-2020 Winfield Neighborhood Revitalization Plan is the provision for an annual review. The Board of Trustees are invited to attend the work session which will be held August 15 at 4 p.m. in the Community Council Room of City Hall in Winfield.
4. Authorized the College administration to purchase the National 3 Motor Coach pending the research of finance options to be shared at a subsequent Board meeting.
5. Dr. Gloria Walker, vice president of finance and administration, provided a Sumner Campus update.
6. Dr. Michelle Schoon, vice president of academic affairs, provided information on adult education and back to school meetings.
7. Dr. Kori Gregg, vice president of institutional advancement, provided an Alumni Relations update. Dr. Gregg informed the Board that 161 individuals have already registered for the Tiger Tough Women’s Athletic Alumni Reunion to be held September 13-14. Also, Autumn Kincaid has taken over as the new Alumni Relations and Golden Tigers Coordinator.
8. Paul Erdmann, vice president of information technology, provided an update on projects the information technology staff has worked on over the past month.
9. Kristi Shaw, executive director of enrollment management, provided an enrollment update. The college has exceeded its headcount goal at the new Sumner Campus for the start of the fall semester.
10. Debbie Phelps, executive director of institutional effectiveness, informed the Board that the annual cycle of the IPEDS federal data reporting will begin September 4. Phelps also shared the many positive comments from the Noel Levitz Student Survey.
11. Jason O’Toole, executive director of student affairs, provided a housing update.
12. Jan Grace, Sumner Campus Operations Officer, discussed the events Cowley recently sponsored and shared that the Tiger Eatery at the Short General Education Center is now open to the public.
13. Pam Smith, faculty liaison, provided a faculty update. Smith informed the Board of continuing education events and camps Cowley instructors attended over the summer.
14. Shane Larson, athletic director, provided a sports update. Larson said August 1 marked the first day of official practice for Cowley’s fall sports teams. Also, on August 7th Cowley coaches and Tiger Booster Club board members hit the streets for another successful Blitz Drive fundraiser. Lastly, on July 29-30 Cowley hosted the bi-annual Kansas Jayhawk Community College Conference and National Junior College Athletes Association Region VI meetings at its Sumner Campus.
15. Approved the 2019-2020 Master Agreement between the Cowley College Education Association and the Board of Trustees.
16. Approved the full-time staff years-of-service pay scale to include the implementation timeline.
17. Approved the resignation of Eric Smith as Military Services Coordinator, effective August 9; approved the resignation of Candy Russel as Natural Science Department secretary, effective August 16.
18. Approved the employment of Jim Ailey as automotive instructor, effective August 13; approved the employment of Tori Beltz as assistant softball coach/dorm manager, effective August 13; approved the employment of Andrew Bohn as admissions representative, effective August 13; approved the employment of Katie Coble as maintenance technician, effective August 13.
19. Asked Dr. Walker for a cost analysis, direct and indirect, by facility for Cowley’s Mulvane, Winfield, and Wichita Centers by the November Board meeting.
20. Held a 15-minute executive session to discuss non-elected personnel.
